Program Overview
The “Pasitos” Early Head Start program is a federally funded comprehensive program that provides home-based and center-based services for 120 pregnant women and children ages 0-3 that reside in the zip codes of 90201 and 90280.
The program offers services and support in the following areas:
- Health
- Nutrition
- Parent Involvement
- Mental Health
- Disabilities
Center-Base Option
The HSA “Pasitos” Early Head Start program has a center (Hollydale Center) located in the city of South Gate for children of parents who work or attend school full time. Like our home-based program, our center-based teachers incorporate educational activities that reflect the child’s interest in order to ensure development in different areas of knowledge.

Home-Base Option
The home-base option offers comprehensive services to children and their families through weekly home visits and group socialization experiences. Each home visit is focused on the parent as the child’s most important relationship and first teacher. The home-base option requires the Home-based Educator (HBE) to visit a maximum of 12 families per week for a minimum of one and a half hours.
The home visits help parents improve their parenting skills and to educate them in the use of the home as the child’s primary learning environment. The Home-based Educator works with parents to help them provide routines and experiences that enhance their child’s growth and development. Home visits must be conducted by a trained Home-based Educator with the consent of the visit jointly planned by the HBE and Early Head Start parents. The HBE conducts the home visit with the participation of the parent or the child’s primary legal guardians in the family home. The home visits may not be conducted with childcare providers or other temporary caregivers. Over the course of a month, the HBEs will focus on all the Early Head Start program components, make referrals, and provide additional support to families experiencing multiple family concerns.
Group Socialization
The home-base option provides an opportunity for group socialization two times per month, either in an Early Head Start classroom, home, community facility, or on a field trip. These socialization activities emphasize peer group interaction.
Socialization events are held at the following locations:
- Westside Center – 9200 State Street, South Gate, CA 90280
- Bell Gardens Center – 6800 Florence Ave., Bell Gardens, CA 90201
The home-based program operates all year long and families are able to participate for multiple years. The Home-Based Educator will also not be conducting visits on holidays and training days.
Curriculum
Our program utilizes several research-based curriculums that support children and their parents. The program integrates the High-Scope Infant/Toddler Curriculum in the center only. We provide the Growing Great Kids (GGK) curriculum in the home-based program. These curriculums assist the program and the parents in creating an effective daily routine and learning environment in both the home-based program and center-based program.
