JOB TITLE: ERSEA - Eligibility Technician

DEPARTMENT: Early Childhood Education

PROGRAM: Head Start & Early Head Start

STATUS: Full Time - Non-Exempt

REPORTS TO: Director of ECE

HOURS PER WEEK: 40

The Organization

Human Services Association (HSA) is a private nonprofit agency whose principal mission is to provide families with compassionate and comprehensive care to promote wellness and build strong communities. HSA was founded in Bell Gardens in 1940 and today, HSA serves over 20,000 clients annually on a non-sectarian basis with a range of services that addresses the unique and shared needs of clients of all ages.

Program Overview

Our Early Childhood Education Department provides services to 800 children over three distinct programs (Early Head Start, Head Start and State Preschool) at ten school sites. The California State Preschool Program provides a pre-school experience for children ages 3 to 5 in the cities of South Gate and Huntington Park. The Early Head Start Program is a federally funded program that provides a home based and center based program for pregnant women and children ages 0-3 that reside in zip codes of 90201 and 90280. The Head Start Program offers a comprehensive child development program for low-income preschoolers ages three to five years old that reside in zip code 90280.

Position Summary:

Under the supervision of the Director of ECE, the ERSEA-Eligibility Technician is responsible for information tracking of recruitment, eligibility, selection, enrollment and attendance system implementation according to Performance Standards and program policies and procedures. Maintains data information management system for developing reports to support timely and accurate information for the program. Maintains a monitoring system and procedures, to determine the eligibility of children at the assigned sites.

DUTIES AND RESPONSIBILITIES:

  • Serve as a liaison among program staff and community agencies in order to provide Head Start children and families’ quality integrated comprehensive service.
  • Ensure that no more than 10 percent come from families that exceed the low-income guidelines, and that at least 10 percent of those served are children with disabilities within the assigned sites service area (via Department Director approval).
  • Maintain a system to assure that the funded child enrollment is continuously monitored and maintained at the assigned sites of the program; that recruitment involves those families that are most in need of Head Start services, including previously underserved populations in the assigned service area.
  • Ensure that the selection of children and families is based on current enrollment criteria.
  • Maintain a waiting list for the assigned center sites and home-based options to facilitate the filling of vacancies as they occur.
  • Analyze and report on enrollment data that can/will be utilized for future ERSEA planning within the service area.
  • Analyze the causes of absenteeism, and when average daily attendance falls below 85% percent, activate an action/improvement plan in concert with center services staff.
  • Implement a monitoring methodology that will ensure that the assigned center sites and home-based options will meet their overall enrollment, recruitment, selection, enrollment and attendance services goals and requirements.
  • Perform a variety of outreach activities and recruit eligible children and families for the program; prepare and deliver informational presentations, meet with community agencies and staff to promote involvement in the program.
  • Maintain open communication with families, teachers, staff, community, supervisors and Department Director to ensure component is at quality level.
  • Complete data entry (Child Plus) and ensures data entry for all enrolled families.
  • Prepare and maintain a variety of records (Child Plus), files and reports related to assigned activities and families; assure compliance with applicable laws, codes, rules and regulations; maintain confidentiality of sensitive and privileged information.
  • Operate a variety of office equipment
  • Report to work at scheduled times and maintain good attendance.
  • Participate with a positive attitude and behavior in all program activities.
  • Model the Standard of Conduct Policy when interacting with parents, community members and Colleagues
  • In accordance with our “team” philosophy, the person filling this position may occasionally be required to carry out or assist with other tasks in addition to the duties listed on this job description
  • Staff must believe in and act in accordance with both the Agency’s and the program’s mission/vision statements, adopted theoretical frameworks, and philosophy.
  • Identify and report any suspected incidents of child abuse (following the Mandated Reporter Guidelines)
  • Communicates with children, families and other staff in respectful and culturally sensitive manner
  • Maintains confidentiality of children, families and employees of HSA
  • Works as member of agency team by promoting the mission and philosophy of HSA
  • Represents HSA at community and professional functions, as needed.
  • Attend department, agency, and community meetings and trainings, as assigned. Continue professional growth by participating in classes, training programs, workshops and/or conferences, as the budget allows.
  • Willing to work evenings, weekends and to travel locally and out of the service area for trainings.
  • Performs other duties as assigned by supervisor and/or Department Director

Knowledge, Skills And Abilities:

  • Operation of office equipment.
  • Record-keeping and basic report preparation techniques.

  • Work independently with little direction.
  • Determine appropriate action within clearly defined guidelines.
  • Communicate effectively both orally and in writing to supervisor and Dept. Director.
  • Plan and organize work and meet schedules and timelines.
  • Handle difficult situations and provide crisis intervention referrals to assigned families.
  • Bilingual (Spanish/ English), preferred.
  • Excellent organizational skills
  • Excellent communication skills.
  • Complete tasks in a timely manner. Must gather and analyze data and regulatory material.
  • Must be able to handle multi-faceted tasks on a frequent basis.
  • Be computer literate in office software programs; experience in data entry, working knowledge of Microsoft programs (Word, Excel, etc.).

Education And Experience:

  • Bachelor’s degree (preferred) in any field related to social services.
  • At least 6-months of experience in family social services setting, including knowledge and experience relating to community resources for referrals to families in need of services (preferred).
  • Experience using the ChildPlus data system
  • Knowledge and experience working with Head Start Performance Standards, Title V, Title 22, CACFP Regulations and other State and Federal Regulations

Licensing/Certification Requirements:

  • Occasional driving is required.
  • Must provide own vehicle, valid California driver license and proof of full insurance coverage.
  • First Aid certification, Child CPR certification.
  • Health screening:
  • Physical
  • Negative tuberculosis screen (TB)(required).
  • TDAP or DTAP clearance (required)
  • MMR Clearance (required)
  • Must pass criminal background check including LiveScan (fingerprinting)

The ERSEA-Eligibility Technician’s work location will be in Huntington Park. As needed, the ERSEA- Eligibility Technician will drive to different center site locations and training sites (this includes HSA’s main office, or locations to be announced). The majority of the job duties are performed within the office (Clarendon office). These tasks require the following physical demands which include, but are not limited to: constant walking, bending; occasional lifting (25 pounds), pushing, squatting and climbing stairs (as needed) in the office or at one of the preschool sites. The employee will complete required documentation (as indicated in the job description) in the office, a location with moderate noise levels, peanut free, and that is a non-smoking facility.
