Job Description
JOB TITLE: Human Resources Manager
DEPARTMENT: Administration
REPORTS TO: Chief Executive Officer
STATUS: Full Time (40hrs); Exempt
POSITION SUMMARY:
Under the supervision of the Chief Executive Officer, the Human Resource Manager is directly responsible for the overall administration, coordination and evaluation of the human resource function.
DUTIES AND RESPONSIBILITIES:
• Administers or oversees the execution of human resource programs including, but not limited to, benefits, worker’s compensation, leave of absence; disciplinary matters; disputes and investigations; unemployment claims; performance and talent management; recognition & morale; occupational health and safety; training and development and recruitment.
• Responsible for agency compliance with federal, state and local requirements pertaining to all employment matters.
• Manages the agency’s health benefit plans including vendor negotiations, billing reconciliation and ACA compliance.
• Manages retirement plan enrollment process and disclosure notice communications.
• Responsible for ensuring that ongoing compliance of conditions of employment is maintained and updated such as employee TB testing, driving records etc.
• Responds to all external requests for information including subpoenas, EEOC annual reporting unemployment claims etc.
• Stays abreast of and recommends changes in employment policies and processes based on industry trends.
• Manages and develops HR staff (2)
• Consults with outside legal counsel as appropriate on employment matters
• Partners with Department Directors on all employment matters
KNOWLEDGE, SKILLS AND ABILITIES:
• Extensive knowledge of State and Federal requirements related to FMLA/ADA/CFRA/PDL and Workers Compensation
• Experience with ADP WorkforceNow HRIS system
• Excellent verbal and written communication skills
EDUCATION AND EXPERIENCE:
• Bachelor’s degree in Business Administration with emphasis in Human Resources or in a related field; certification in Human Resources (SPHR, PHR, SHRM-SCP, SHRM-CP), preferred
• A minimum of ten (10) years of experience related to the human resource field
• Experience as the head of HR in a non-profit, manufacturing site or similar environment preferred
OTHER REQUIREMENTS:
• Occasional driving is required. Must provide own vehicle, valid California driver license and proof of full insurance coverage
• Negative tuberculosis screen
• Criminal background check
• Bilingual (English/Spanish) preferred
